New little ability: decipher an untranslated scroll. Seen on a Skyborne Mage.

- Arcane Blast and Presence of Mind are Arcane talents in Forever. They're here because this Mage took them, not baseline.
- New: Comprehend Scroll, a General ability seen on Savix's Skyborne Mage.
- Frost tab showed every rank. The highest is what's listed.
- Fire at 38 is five spells: Fire Blast rank 5 (8 sec cooldown), Fireball rank 7 (3 sec cast plus a burn), Scorch, Fire Ward and Flamestrike. No Pyroblast or Blast Wave yet.
