Rotation Priority

Ray of Frost
Treat as the primary one-minute cooldown and consume required Freezing stacks before channeling.

Frozen Orb
Use on cooldown when it will remain on targets for most of its duration.

Comet Storm
Use after Ray of Frost when the talent transforms the button.

Flurry
Use to enable the current shatter sequence and avoid wasting its charges.

Glacial Spike
Cast at the required Icicle count and shatter it when the build permits.

Consume Fingers of Frost and the appropriate shatter windows.
