Shaman gear at 20 follows the three roles closely. Elemental and Restoration share caster pieces, Enhancement shares the Wailing Caverns leather and Deadmines hammer with Feral Druids, and all three use the Polished Driftwood Icon, an Enchanting totem. Enhancement also gets Attack Power from Intellect through Mental Dexterity, so Intellect on leather is not wasted.
Elemental Shaman BiS
Nature damage first. Totemic Leather Hood and the Stormrider's pieces are Leatherworking crafts. The Staff of the Blessed Seer from Blackfathom Deeps trash is the weapon; if you want a shield, the Scepter of the Abandoned with the Seedcloud Buckler is the one-hand option. Alliance get Dro'zem's Tunic from a Redridge rare; Horde take the Barkshell Tunic from Betrayal from Within.
Stat priority: Nature damage = spell power > Intellect > Stamina; leather over cloth on ties; healing 0

The slowest, biggest two-hander: Smite's Mighty Hammer for Alliance, Hammerbone for Horde. Mental Dexterity at 3 of 3 turns all your Intellect into Attack Power, so Intellect on leather is worth having. Wear four Fang pieces (Armor, Gloves, Leggings and Footpads) for the three-piece Attack Power bonus and the four-piece heal.
Stat priority: Slowest/biggest two-hand weapon > Strength = Intellect (Mental Dexterity 3/3 turns Int into AP) > Agility (crit)

Shaman gearing tips.
- Dwarves can be Shamans in Forever, so the Alliance columns here are a Dwarf Shaman's list.
- Polished Driftwood Icon binds when made. Without Enchanting, the Windcarved Effigy is the alternative in the table.
How these lists are built
The picks start from ForeverChanges' level 20 lists, the only ones that cover every spec for both factions, cross-checked against Icy Veins, Wowhead, Realm First and wowtbc.gg ("Also picked by"). Every item is read from Wowhead's Forever database, which fills in from the beta client as testers loot things. Blizzard hides item stats until an item has dropped, so a list can only use what has been seen. We check each pick fits its slot, can be used by the class and does not need a higher level than the beta cap.

Trinkets are thin at 20. The Minor Recombobulator needs Engineering 140 to use, and Lookie's Spyglass from Cookie in the Deadmines is there for its single point of Spirit. Crafted pieces marked "binds when picked up" can only be worn by the crafter.
The 3D preview
Wowhead does not allow its 3D viewer on other sites, so "See it in 3D" opens its Forever dressing room with the whole set already equipped on the race and gender you picked. Neck, rings and trinkets have no model, so they are left off there.
