If you bought the Skyborne Heroic Pack and cannot find the beta, nothing is broken. The Heroic Pack does not include beta access. It is the most common complaint on the Blizzard forums and Reddit on beta day, and Blizzard's own product naming is the cause: three packs share the Skyborne name and only two of them have the beta.

The three things people get wrong
"Where is my beta key?" Digital pack buyers do not get one. The beta is an entitlement added to the WoW account you bought on, and it shows up in the Battle.net app's Game Version dropdown as World of Warcraft: Forever. Only the physical Collector's Edition sends an actual code by email, reportedly about an hour after purchase and often in the promotions tab. If your Battle.net shows an install date of November 4 instead of September 17, your account does not have the beta.
"My Invite-A-Friend codes are beta keys." They are not. Per the shop footnotes, Invite-A-Friend Launch Codes are sent around October 20 and grant a friend access from November 4 to November 11, after launch. They have nothing to do with the beta.
"Two Collector's Editions." There is a digital Warcraft Forever Collection and a physical Collector's Edition from the Gear Store, both called collections. At least one forum user bought the digital one thinking it was the physical box, which then sold out. Read the product name twice.
The Skyborne unlock is per WoW account
Blizzard's store terms, quoted by Warcraft Tavern: "This benefit only applies to the specific WoW account it was purchased for." If you run two WoW licenses under one Battle.net login, the race unlocks on one of them.
What carries where
The shop footnotes are explicit and almost nobody reads them. Some items work in both Modern WoW and Forever. Some are Forever only. None work in WoW Classic. The housing decor items require Midnight, sold separately. Game Time from the Epic Pack and Collection is credited at launch on November 4, not at purchase, so it does not cover the beta. The beta itself requires an active subscription or Game Time on the account.
Buying, playing the beta, then refunding
Do not plan on it. A forum thread reports a refund request on a Forever pack being denied by Blizzard's automated system on "playtime" grounds before the beta had even opened. Icy Veins states refunds are possible before launch or within 14 days after it if you have played under two hours and used none of the bundled items, but that is not verified against Blizzard's own policy page and the bundled cosmetics are delivered immediately. Treat the Epic Pack as a $59.99 purchase of beta access plus 30 days of Game Time you would probably buy anyway, and decide on that basis.
Can you buy beta access later?
Nothing on the shop prevents buying the Epic Pack or Collection during the beta, and the entitlement is instant. Blizzard has not said so in writing and there is no beta-only product, so treat it as likely rather than guaranteed.
The free route
The opt-in lottery on the WoW Forever site sends invitations in waves with no published odds. Australians got a second route: McDonald's is giving out beta keys through its app for loyalty points, which is real, regional, and generating resentment from everyone who paid $59.99.
