WoW Forever's November 2 Patch Notes: Blizzard Drops Classic Power Budgets, Raises Damage for Every Class and Cuts Lava Burst Two Days Before Launch

Blizzard's final pre-launch notes raise class damage across the board, give mobs more health, bring Elemental Shaman back to Lightning Bolt, hand Rogues Shank and Death Mark, and say big tuning waits until after raids open. Every class, the forum reaction, and what it means on November 4.

THE WOW FOREVER COLLECTION · DISPATCH · RESEARCH CHECKED NOVEMBER 3, 2026

Short answer: Blizzard's November 2 development notes are the class balance you will level with on November 4. Damage goes up for every class, higher-level mobs get more health to match, and Blizzard says outright that it has stopped holding classes to Classic power budgets. Elemental Shaman loses Lava Burst and goes back to big Lightning Bolts, Rogues get a new ability called Shank plus the Death Mark capstone, Hunters and Warriors get flat buffs, and Warlock pets lose most of their health from your Stamina. The Paladin and Druid rebuilds that showed up in hotfix data on October 30 are now confirmed. Blizzard says no big tuning is planned until raids open in December, outside of bugs and "serious outliers."

Kaivax posted the update late on November 2 Pacific time (03:20 UTC on November 3) by rewriting the top post of the long-running beta development notes thread. It covers two and a half weeks of work since the October 15 build, folds in the racial changes from late October, and runs to about 6,500 words. Here is what matters.

The headline: Classic power budgets are gone

The developer note at the top of the Classes section is the part people will quote for months. Blizzard says that holding each class "roughly to Classic power budgets" meant every new ability had to be paid for by cutting something else, which "left some iconic abilities feeling lackluster." So over the last two weeks it "raised damage on classes across the game" and increased the health of higher-level creatures to compensate.

The same note admits some earlier beta changes were "likely hasty" in reaching for Burning Crusade or Wrath of the Lich King solutions. That explains a lot of what follows: Lava Burst, Murder, Binding Heal and Twist of Light are all gone, and in their place are talents nobody has seen before.

A second note sets expectations for launch. Apart from bugs and serious outliers, Blizzard doesn't plan "big tuning changes between now and the opening of the raids next month." Once enough players are past 30, it expects "a large tuning pass based on our data." Raids open on December 9, so that is roughly the window.

Shaman: the lightning is back

This is the change Shaman players spent a month asking for. If you read our coverage of the October 30 hotfixes, the loudest thread then was "So thats it? Elemental shamans are just dead on arrival?", and Shaman got nothing in that pass.

  • Lightning Bolt base damage goes up on every rank, with the top rank up 80%. Blizzard puts each rank at about 78% of Classic Era base damage, with a shorter cast.
  • Chain Lightning goes to a 2.5 second cast, hits its primary target for about 145% of a same-rank Lightning Bolt, and costs about 225% of the mana.
  • Shocks go back to Classic Era base damage.
  • Lava Burst is removed. Its slot becomes Call of Thunder, 5% extra crit on Lightning Bolt and Chain Lightning. Elemental Mastery is renamed Lightning Mastery.
  • Lightning Overload goes from 3/7/10% to 10/20/30%.
  • Enhancement: Stormstrike now hits for 150% normalized weapon damage on a 6 second cooldown (was 100% and 8), Maelstrom Weapon procs twice as often, Flurry reaches 30% attack speed, and Mental Dexterity gives up to 150% of Intellect as attack power.
  • Restoration: Riptide costs about 40% less mana but its cooldown doubles to 12 seconds and it no longer heals up front, only over time.
  • Totemic Projection becomes Totemic Call, which teleports your totems to you on a 30 second cooldown.

The forum thread "Shaman Elemental The Lightning Is Ours Again THX Blizzard" had 240 likes and 109 replies within four hours. Not everyone is sold. One of the first replies says Elemental is "a 1 button rotation now," and a separate "11/2/2026 Shaman Changes - Feedback" thread argues Restoration came out worse.

Rogue: Shank, Poised and a rebuilt Subtlety tree

Rogue was the other class that got nothing on October 30, and it gets the most new design here.

Shank is a new baseline ability at level 24: 5 Energy, 10 second cooldown, an off-hand strike for 50% weapon damage that can't miss and generates 15 Energy (25 at rank 2, level 44). Several new talents hang off it. Combat's Flash of Steel adds up to 15 more Energy and cuts the cooldown by 2 seconds. Subtlety's Boot Knife gives it up to a 100% chance to add 2 combo points. Assassination's Venom becomes a passive where Shank raises your poison damage by 30% for 6 seconds.

Poised is a new passive at level 18 that takes 10 Energy off your first ability when you start a fight from full Energy out of combat. Combat's new Composure talent adds up to 10 more. Druids get the same passive at 32.

Subtlety's capstone is now Death Mark, a finisher that stores part of the damage you deal for 6 seconds and then releases it, with Garrote and Rupture stored at double rate. Thousand Cuts, Quietus, Cutthroat and Murder are removed. Quick Getaway lets you keep two targets Sapped at once, which is why "Double Sap LOL!" hit 42 replies overnight. Deadly and Instant Poison both have their attack power coefficients doubled, and Mutilate goes to 90% weapon damage.

Hunter, Warrior and Warlock

Hunter gets raw damage. Aimed Shot's bonus damage is up about 110%, Arcane Shot's base damage about 30% with a higher attack power coefficient, Serpent Sting's per-tick coefficient goes from 3% to 5%, and Aspect of the Hawk and Trueshot Aura give more ranged attack power at every rank. The PvP catch: every trap now shares one 30 second cooldown, and procced roots like Entrapment and Improved Wing Clip now have diminishing returns. A thread titled "Thank you for the Hunter Nerf" is about exactly that.

Warrior gets more threat and a rebuilt Fury tree. Defensive Stance's threat bonus jumps from 30% to 80% and Defiance goes to 20%, partly because Paladin Blessing of Salvation is gone (Bear Form gets 115% for the same reason). Slam's cooldown drops to 15 seconds. Fury gains Reckless Swings, which costs 25% of your base health for extra Rage on your next four swings, and Improved Whirlwind. Bloodthirst now requires Death Wish.

Warlock is the class that came out of this unhappy. Pets now get 2 health per point of your Stamina, down from 7.5, and Drain Soul's chance to give a shard on damage is "reduced significantly." Affliction's Wrack doubles its spell power coefficient, and Destruction's Shadow and Flame doubles to 20%. The "Latest warlock changes" thread worries that weaker pets plus tougher mobs makes leveling slow. Another reply says leveling to 30 in beta was "buttery smooth." Nobody will know until people are past 30 on live realms.

Paladin, Druid, Mage and Priest: October 30 confirmed

Almost everything we reported from the October 30 hotfix data is in Blizzard's notes. Unsealed Wrath replaces Twist of Light, Shieldsworn caps Protection, Oath of Light and Boundless Light are new in Holy, Feral loses Berserk, Bloom replaces Gift of the Earthmother, Wild Growth has a 3 second cast, Ice Lance hits Frozen targets for 300% on an 8 second cooldown, and Holy Binding replaces Binding Heal. Our October 30 breakdown has the detail on those.

The notes add a few things the data didn't make clear. Righteous Fury is trainable at level 10 instead of 16. Feral's Shred goes to 200% weapon damage and Ravage to 435%, and Rip, Rake, Ferocious Bite and Pounce all deal about 25% more. Starfire base damage rises about 40%. Mage Frost Blast is removed, Piercing Ice is removed, and Fire's Critical Mass goes back to 3 points. Shadow Word: Death no longer hurts the Priest when it misses.

Changes everyone will notice on day one

  • Training costs are flattened. Training every class ability from 1 to 60 now costs between 206 and 207 gold for every class, with Warlocks discounted by what their pet Grimoires cost.
  • New spells no longer auto-add to your action bars, and bags no longer auto-equip into empty slots. Both will catch people in the first hour.
  • Respawns are faster in low-level zones, fastest in the starting zones, slowing as you level. Blizzard says it will turn the low zones back down once the launch rush moves on.
  • Base stats were wrong for some races and are fixed. Tauren Warriors, for example, now get the full +5 Strength over Humans instead of +2.
  • Gamepad support is described as complete, with a long list of controller fixes.

What players are saying

The mood on the forums is split between relief and whiplash. Shaman and Paladin players are mostly happy. Threads like "Why did they have a beta?" (33 replies) and "Class Changes Last Minute/ Class Design...?" argue that changes this large are untested, and one reply points out the beta never went past level 30, so it was never going to test endgame balance anyway. Gamerant's write-up made a similar point about the Mage and Druid changes, saying they are big enough that it's hard to know what to expect until people play them. Blizzard has not replied in any of these threads.

Outside the forums, Icy Veins and OutputLag both led with the power budget note. A small Reddit thread OutputLag quoted had one player saying the changes "made elemental hit like a truck" and another calling Elemental PvP "dead on arrival."

What to do before tomorrow

If you planned a spec during name reservation, open the talent calculator again, especially for Rogue, Shaman and Warrior. Check the spellbook for when Shank and Poised arrive. Our tier list grades were set before this pass, so treat Elemental Shaman and Warlock grades as out of date until we revisit them after launch. Budget about 206 gold for training to 60 when you plan profession spending. For the launch time and the 10 a.m. to 3 p.m. Pacific maintenance window, see our release date page.
